Turkey’s Anti-Circumvention Investigation on Woven Fabrics: A Wake-Up Call for UAE and Egypt Exporters

On 1 November 2025, Türkiye’s Ministry of Trade published Initiation Notice No. 2025/34, launching an anti-circumvention investigation on woven fabrics of synthetic and artificial staple fibers classified under HS codes 5513, 5514, 5515, and 5516.

The investigation targets exports originating in or shipped from the UAE, Egypt, and Korea, following evidence that Chinese-origin fabrics subject to existing anti-dumping duties might have been re-routed through these countries.

Scope and Objective

The inquiry seeks to determine whether:

1.Fabric production in the UAE, Egypt, or Korea merely involves minor processing of Chinese inputs; and

  1. Such practices undermine the effectiveness of Türkiye’s current anti-dumping measures on Chinese woven fabrics.

If confirmed, Türkiye may extend the existing 44 % duty to the implicated exporters.
