United States Announces Preliminary Anti-Dumping Findings on UAE Oil Country Tubular Goods

Washington D.C - On 30 October 2026, the U.S. Department of Commerce announced preliminary affirmative anti-dumping determinations concerning imports of oil-country tubular goods (OCTG) from the United Arab Emirates, Austria and Taiwan.

For the UAE, the preliminary dumping margins were reported in a range of 61.45% to 68.88%, with an all-others margin of 68.23%.

OCTG products are specialised steel pipes used in oil and gas exploration and production. Given the importance of steel manufacturing and energy-related industries in the Gulf, the investigation has direct implications for UAE producers exporting to the United States.

A preliminary affirmative dumping determination indicates that Commerce has provisionally found sales at less than normal value under the applicable U.S. anti-dumping methodology, but It does not constitute a final anti-dumping order.

The investigation must proceed through further administrative stages, including final determinations and the applicable injury assessment by the U.S. International Trade Commission.

Nevertheless, preliminary determinations can have immediate commercial consequences, particularly where importers become subject to cash-deposit requirements.
