EU Commences an Anti-Dumping Probe into 1,4-Butanediol Imports Originating in Three Countries Including Saudi Arabia
On 6 June 2025, the European Commission (EC) opened an anti-dumping investigation into imports of 1,4-Butanediol (BDO) exported from China, Saudi Arabia and United States of America (U.S.), with Saudi allegedly having the lowest dumping margin of 27%.
The Union industry alleges that imports of butanediol (BDO) from non-EU countries are to the detriment of the EU industry, as imported BDO is being sold at unfairly low prices within the EU market.
The investigation is ongoing, and parties are currently drafting their responses to the questionnaires. The first submission deadline is 14 July 2025, the EC is expected to publish its provisional findings by 6 February 2026.
Possible Extension: EU Commission Reviewing Anti-Subsidy Duties on Imports of Certain Woven and/or Stitched Glass Fibre Fabrics Originating in China and Egypt
On 15 June 2020 the EU Commission (EC) has imposed definitive countervailing measures on imports of woven and/or stitched glass fibre fabrics (GFF) exported from China and Egypt. While the same product is subject to a separate anti-dumping investigation, the two measures will not offset one another.
The Union industry requested an expiry review, claiming that terminating anti-subsidy measures would lead to recurrence of injury and subsidization, and thus would adversely affect the Union industry. The review will conclude within 12 months, either by extending the measures for another 5-year period or lifting them by 12 June 2026.
Egyptian Exports of PVC Allegedly Dumping the Moroccan Industry
On 24 November 2025, the Moroccan Ministry of Industry and Trade initiated a probe into polyvinyl chloride (PVC) originating in Egypt. The move follows a complaint from the Moroccan industry claiming that PVC imports have caused significant injury to the local industry.
The Moroccan Customs and Indirect Tax Administration has imposed temporary anti-dumping duties. The preliminary rates range from 74.87% to 92.19%. These measures will stay in force for four months, starting 6 June 2025.
U.S. to Launch Countervailing and Anti-Dumping Investigations on Steel Concrete Reinforcing Bar Exported form Four Countries including Egypt and Algeria
On 4 June 2025, a group of U.S. (United States of America) steel producers lodged a petition seeking protection against imports from Algeria, Egypt, Bulgaria, and Vietnam. Local steel producers claim that imports of steel rebars from these countries are granted subsidies and sold in the U below fair market value causing injury to the U.S. market.
The products subject to review are classified under HS codes 7213.10.0000, 7214.20.0000, and 7228.30.8010.
The investigation will begin on 24 June 2024. The U.S. Department of Commerce (DOC) is expected to publish its preliminary determination on countervailing duties by 3 November 2025, and on anti-dumping measures by 31 December 2025.
Egypt Initiates a Safeguard Investigation Concerning Hot-Rolled Flat Steel Imports
Following a petition filed by the Egyptian steel industry alleging that imports of hot-rolled flat steel products are harming domestic Egyptian producers, the Ministry of Investment and Foreign Trade launched a safeguard investigation on 27 April 2025.
The merchandise under investigation falls under the following HS codes 7208.10, 7208.25, 7208.26, 7208.27, 7208.36, 7208.37, 7208.38, 7208.39, 7208.40, 7208.51, 7208.52, 7208.53, 7208.54, 7208.90, 7211.14, 7211.19, 7225.30, 7225.40, 7226.91 and 7226.99.
By now, interested parties are expected to have submitted their questionnaire responses to the investigating authority.
