Saudi Arabia Initiates Anti-Dumping Investigation on Epoxy Resins Imports

The Saudi General Authority for Foreign Trade (GAFT), through its Trade Remedies Deputyship, has officially initiated an anti-dumping investigation on January 22, 2026, into imports of epoxy resins originating in or exported from China, South Korea, India, and Taiwan.

The investigation was launched following a petition filed by Jubail Chemical Industries Company (JANA), the sole domestic producer of the like product in Saudi Arabia, representing 100% of local production.

Product Scope

The product under investigation is epoxy resins, which are chemical materials that harden when exposed to specific temperatures or when mixed with curing agents, forming high-strength, corrosion-resistant materials. The product may be in liquid or solid form, with or without additives, provided that such additives do not alter the essential chemical composition of epoxy resins.

For customs purposes, the product is classified under HS code 3907300000 of the Saudi Integrated Customs Tariff  .

Period of Investigation

  • Dumping Investigation Period:
    1 July 2024 – 30 June 2025

  • Injury Assessment Period:
    2022, 2023, 2024, and the investigation period (1 July 2024 – 30 June 2025)  .

Key Deadlines for Interested Parties

  • Registration as an interested party: within 15 days from the date of the investigation initiation date.

  • Submission of comments on the complaint and initiation: within 37 days from initiation date.

  • Responses to questionnaires: within 37 days from initiation date, with a possible extension of up to 10 additional days upon justified request.

  • Sampling questionnaire responses (for exporters/producers): within 21 days from initiation date.

    GAFT noted that the investigation may last up to 12 months, extendable to a maximum of 18 months if necessary. Provisional anti-dumping measures may be imposed no earlier than 60 days from the initiation date, should preliminary findings confirm dumping and injury.
