Mexico Launches Anti-Dumping Investigation into Steel Plate from Japan

Mexico has initiated an anti-dumping investigation concerning imports of certain steel plates originating in Japan, irrespective of the country of export. The investigation follows an application submitted by Mexican producer Grupo Acerero, alleging that Japanese imports entered the Mexican market at dumped prices and caused material injury to the domestic industry.

The investigation covers the period 1 January–31 December 2025, while the injury analysis covers 1 January 2023–31 December 2025. Mexico’s Ministry of Economy found sufficient initial evidence to presume the existence of dumping and material injury to the domestic industry.

Of particular interest, the initiating resolution records substantial growth in the investigated imports and price undercutting. According to the Ministry’s preliminary assessment, Japanese imports increased significantly during the injury period, while their average prices were below domestic Mexican prices by 15% in 2023, 17% in 2024 and 24% in 2025.
