On 5 October, the UK Trade Remedies Authority published its intended final determination in the anti-dumping investigation concerning boom lifts from China. The TRA’s Statement of Essential Facts finds evidence of dumping and injury and proposes anti-dumping duties of up to 82.89%. Importantly, this is not yet the final measure: interested parties may comment until 20 October before the TRA makes its final recommendation to the Secretary of State.
Boom lifts, often called cherry pickers, are aerial work platforms used in construction, maintenance and installation. The investigation covers 1 October 2024–30 September 2025, while the injury period was examined from 1 October 2021–30 September 2025. According to the TRA, Chinese import prices undercut the UK industry by more than 25%. The authority also concluded, through the UK’s Economic Interest Test, that imposing the proposed measure would be in the UK’s economic interest.
The case had already reached the provisional-measures stage: the UK government imposed provisional anti-dumping measures on 20 August 2026 following an earlier TRA recommendation. The 5 October development therefore represents an intended final determination, rather than initiation of a new investigation or the definitive imposition of duties.
